He undertook second visit of Norway during his annual tour of Europe in 1991 and in 1992, he initiated his European tour with the visit of Norway coming first.

In July 1997, he made fourth organizational tour of Norway and participated in various programmes at this occasion. In August 1999, he undertook his fifth visit of Norway. The work of membership of Minhaj-ul-Quran was completed on August 15, 1999. He also addressed an International Conference in Oslo on "Islam and the Concept of Jihad".

During annual European tour in August 2000, Shaykh-ul-Islam came to Norway along with other European leaders of MQI. He inaugurated a new community centre and addressed a spiritual gathering.
